Searching For Unclaimed Assets in California – Part 1 of 2

The California’s unclaimed money department takes in roughly 300 million dollars annually. Why should you care? Well, if you or anyone you know is or ever was a resident of the Golden State (or had any kind of business dealings, whether you were aware of it or not), some of that big pile of California forgotten funds could easily belong to you!

Under the CA unclaimed property (or escheat) law, missing money such as forgotten checking and savings accounts, uncashed checks and money orders, mineral deposits, salary checks, cash and stock dividends, state of California unclaimed tax refunds, gift certificates, and other financial assets are turned over to the Department of the Treasury if their owners don’t locate them within a certain time period. This ‘dormancy period’ varies from state to state, but in California it’s 3 years. These abandoned assets then go to the CA unclaimed property div, where they wait in the state’s general fund until returned to the people they truly belong to. This is where officials working for the state who handled California unclaimed cash were recently criticized. Seems that they have been eager to locate and take hold of the lost funds from the establishments holding them but but weren’t so keen on locating the actual owners in the California unclaimed money database.

The total dollar amount for these funds in California averages five billion dollars annually – imagine the amount of interest that earns for the state! Sacramento attorney Bill Palmer who has represented many cases involving California unclaimed funds, said the state’s program was supposed to be a lost and found for residents of California. Instead, it has been turned into a profit generating ‘business’ in recent years.

The ban on the seizure of property by CA has since been lifted and the new California State Controller, John Chiang, is making greater efforts in the form of sweeping reforms in improving how his office deals with CA unclaimed money. There’s still a great need though for Californians and residents of all other states across the U.S. to be informed about the presence of these funds and on how to perform a thorough search for them and take back what belongs to them.

Searching For California Unclaimed Assets – Part 1 of 2

The California’s unclaimed funds program takes in roughly three hundred million dollars every year. What’s it to you? Well, if you or anyone you know is or ever was a resident of the Golden State (or ever had any type of business dealings, whether you were aware of it or not), a chunk of that big heap of Cali missing money might very well be yours!

Under the state of California unclaimed property law, abandoned assets such as forgotten savings and checking accounts, cash and stock dividends, mineral deposits, uncashed checks and money orders, state of California unclaimed tax refunds, salary checks, gift certificates, and other assets are handed over to the Department of the Treasury if their owners don’t come for them within a given time period. This ‘dormancy period’ varies from state to state, but in Cali it is 3 years. These lost assets then head to the CA unclaimed property div, where they wait in the state’s general fund until they’re returned to the rightful owners. This is where state officials who handled Cali unclaimed cash were recently criticized. It seems that they have been all to happy to locate and collect the lost assets from the establishments holding them but showed less interest in locating the actual owners in the Cali unclaimed funds records.

One of the primary reasons for the inability of government to return forgotten cash to the people it belongs to, they claim, is that they can’t be located. The problem is, who would think that people like Angelina Jolie, ZsaZsa Gabor, Gerri Halliwell, Victoria Beckham, Keanu Reeves, Brad Pitt, Adam Sandler, Marlon Brando and Jennifer Lopez could be hard to track down? Their names and the names of a number of other celebrities are just a few of the names in the Cali missing money list but they have never heard from the employees in the California Unclaimed Property Division. They are all owed checks for forgotten funds by Cali amounting from hundreds to the thousands in Ms. Jolie’s case. This just proves Cali state officials’ interest in keeping this cash in the general fund for use in balancing the budget deficit for as long as they can. As a matter of fact, there was recently a ruling by a judge on CA abandoned money, saying that the state wasn’t doing enough to return it to its rightful owners and for a while halted the ability of the state to take and hold it until a proper method of reuniting it with the rightful owners was enacted.

One of the main reasons for the government’s inability to return forgotten money to its owners, according to the government, is the fact that they can’t be located. The issue is, who would think that people like Jennifer Lopez, Victoria Beckham, Brad Pitt, Adam Sandler, Angelina Jolie ,Marlon Brando, Keanu Reeves, ZsaZsa Gabor and Gerri Halliwell could be difficult to locate? Their names and the names of a number of other celebrities are some of the names in the Cali missing money database and yet they have never been contacted by the employees at the California Unclaimed Property Division. They are all owed checks for unclaimed money by Cali ranging in amount from hundreds to the thousands in Ms. Jolie’s case. This just proves Cali state officials’ interest in keeping this money in the general fund for use in balancing the budget deficits for as long as they possibly can. As a matter of fact, there was a recent ruling by a federal judge on CA abandoned assets, stating that the state was not making enough of an effort to locate the rightful owners and for a while halted the state’s s ability to take and hold it until a new policy of reuniting it with the rightful owners was adopted.
